Static IP reverting to DHCP on Windows 2008

Yesterday i experienced weird behavior on a Windows 2008 server where i was not able to set a static ip on any network connection on the server. Instead the manual IP setting is accepted but reverted to DHCP. We configured the NIC with our own Static IP address and completed all screens entirely. When you return to the properties page on the NIC it would say its back to DHCP.
The GUI picks up the manual setting but states that its a DHCP IP but in fact it was a manual setting making it a STATIC IP displaying it as a DHCP Yes.

To resolve this behavior i found this change in the registry to work,

Delete the following entry from the registry:

HKEY_LOCAL_MACHINESYSTEMControlSet001ControlNetworkConfig

You are now able to set your STATIC IP.
